The area in the 19th urban district was previously known for its heterogeneous, industrial industries but other functions like habitation, offices, retail, service and education institutions became more and more prominent. A diversely used and lively quarter evolves in the middle.
Planning foundations were developed on the research of groundwork and the redefining of planning schemes and building regulations. Consequently, a realization competition was announced and a tender on its urban development and architecture prepared.
